According to the present invention, disclosed are a rapidly heating apparatus and a hot water supplying apparatus having the same. The rapid heating apparatus comprises: a main body having a passage formed therein where water flows; a passage forming member having a conductive layer member where a transparent conductive heating material is deposited on a part of an outer surface of the main body; and an electrode portion providing power to the conductive layer member to heat the conductive layer member. Moreover, a hot water supplying apparatus comprises a raw water supply pipe to which raw water is supplied; and the rapid heating apparatus connected to the raw water supply pipe to heat the supplied raw water; and a hot water supply portion draining the raw water supplied from the rapid heating apparatus. 순간 온수기 및 이를 포함하는 온수 공급장치가 개시된다. 개시되는 순간 온수기는, 내부에 물이 흐르는 유로가 형성되는 몸체부와, 상기 몸체부의 외부 표면 중 적어도 일부에 투명전도성 발열물질이 증착된 도전성 막부재를 구비하는 유로형성부재; 및 상기 도전성 막부재를 발열시키기 위하여 상기 도전성 막부재에 전원을 공급하는 전극부;를 포함하여 구성된다. 또한, 개시되는 온수 공급장치는, 원수가 공급되는 원수공급관; 상기 원수공급관에 연결되어 공급되는 원수를 가열하기 위한, 전술한 순간 온수기; 및 상기 순간 온수기에서 공급된 원수를 배출하는 온수공급부;를 포함하여 구성된다.
