The present invention relates to UV-blocking complex powder prepared by double-coating inorganic powder with an inorganic UV-blocking agent and an organic UV absorbent, and a UV-blocking cosmetic composition using the same. More specifically, the inorganic powder such as talc and sericite is firstly coated with UV scattering agents such as titanium dioxide and zinc oxide, secondly coated with organic UV absorbents such as ethylhexyl methoxycinnamate or butyl-methoxy benzoyl methane liposomes, and thirdly coated with triethoxycaprylysilane in order to complete the UV-blocking organic-inorganic complex powder. The UV-blocking organic-inorganic complex powder can effectively block UV rays in the UV-A and UV-B areas while collecting the organic UV absorbent which can cause irritation on the skin by using a process of producing liposomes. Accordingly, the UV-blocking organic-inorganic complex powder can be prevented from being coated on and absorbed into the skin directly, while preventing the coated organic UV absorbent from being discharged to the outside, thereby maximizing the UV blocking performance while not being harmful to the human body. 본 발명은 무기 분체에 자외선 무기 차단제와 자외선 유기 흡수제가 이중코팅된 자외선 차단기능성 복합분체 및 이를 이용한 자외선 차단용 화장료 조성물에 관한 것으로, 더욱 상세하게는 탈크 및 세리사이트 등의 무기분체를 코팅 모재로 하여 자외선 무기 산란제인 이산화티탄 및 산화아연을 1차 코팅하고, 여기에 자외선 유기 흡수제인 에틸헥실 메톡시신나메이트 또는 부틸 메톡시디벤조일메탄를 리포좀화 하여 2차 코팅한 후, 트리에톡시카프릴릴실란을 3차 코팅하여 자외선 차단용 유기-무기 복합분체를 완성한다. 본 자외선 차단용 유기-무기 복합분체는 UV-A 및 UV-B 영역의 자외선을 효과적으로 차단함과 동시에 피부자극을 수반할 수 있는 자외선 유기 흡수제를 리포좀화 공정으로 포집하여 피부로 직접 도포, 흡수되는 것을 방지하고, 코팅된 유기 흡수제가 외부로 유출되는 것 또한 방지하여 인체에 대한 유해하지 않으면서도 자외선 차단능력을 극대화시키는 효과가 있다.
