Disclosed is a run-off and underground water managing system. A run-off and underground water managing system according to an embodiment of the present invention includes at least one water-collecting surface collecting run-off in a target area; a water tank installed underground and storing the run-off flowing off the water-collecting surfaces; an underground water inflow pipe sending underground water to the water tank by penetrating through the water tank, formed of a flexible material, and moving upward or downward according to the water level of the water tank due to one end interlocked with a float floating on the water inside the water tank. 강우 유출수 및 지하수 관리 시스템이 개시된다. 본 발명의 실시예에 따른 강우 유출수 및 지하수 관리 시스템은, 대상 지역의 강우 유출수를 집수하는 하나 이상의 집수면; 지하에 설치되며, 상기 집수면에서 유출되는 강우 유출수를 저장하는 저류조; 및 상기 저류조를 관통하여 지하수를 상기 저류조로 유입시키고, 가요성(flexibility)을 갖는 재료로 형성되며 일단이 상기 저류조 내부의 수면 상에서 부유하는 부유체와 연동됨으로써 상기 저류조 내부의 수위에 따라 상승 또는 하강하는 지하수 유입관을 포함한다.
