Abstract Provided is an apparatus for generating an identification key using a process deviation on a manufacturing process of a conductive layer. The apparatus for generating the identification key comprises: a conductive layer arranged between a first node and a second node in a semiconductor chip and having an equal or higher width than a first threshold value and an equal or lower width than a second threshold value; and a deduction unit to provide an identification key by identifying whether the first node is disconnected from the second node. The first and the second threshold values are a value under a minimum width on a design rule which guarantees that the conductive layer is patterned to electrically disconnect the first node from the second node.
