Abstract PURPOSE: An apparatus and method for forming the oxidation layer of a manifold block for a fuel cell stack are provided to uniformly form an oxidation layer in an all over inner path of the manifold block which has a complex structure and a long path. CONSTITUTION: An apparatus for forming the oxidation layer of a manifold block comprises an electrolyzer filled with a liquid electrolyte; an electrode(5) for applying electricity to a manifold block(3) and the liquid electrolyte in the electrolyzer; and an oxygen supply device for supplying oxygen to the liquid electrolyte. The electrode which is connected to the liquid electrolyte comprises an electrode inserted into the each inner path of the manifold block. The electrolyte which is inserted into the each path of the manifold block is coated with an insulating tube(5a). In the insulating tube, a hole(5b) for electrically connecting the inner electrode and the outer liquid electrolyte is formed.
