PURPOSE: A device of preventing input shaft rotation and a steering device using the same are provided to prevent the rotation of an input shaft capable of temporarily rotating in physical distribution handling process, thereby enabling a worker to omit the work to assemble a neutral position in a assemble process again. CONSTITUTION: A device of preventing input shaft rotation(300) includes a first coupling part(310), a second coupling part(320) and a body portion(330). The first coupling part is combined to the outer circumference of an input shaft. The second coupling unit is combines to the outer circumference of a gear housing. The main body forms the first coupling part and the second coupling part into one center shaft direction. In the first coupling part, a pair of support rib(315) having a plane part is included. The support rib is combined to both outer circumference of the input shaft as facing each other. The second coupling part has a coupling groove(325) in an inner circumference as shape, which covers the outer circumference of the gear housing and is combined.
