A pre-authentication method for inter-RAT handover is provided to reduce the quality deterioration of a service and set a fast security connection for wire/wireless communication by performing an authentication procedure as a new connection point before the handover. A message including terminal information requiring pre-authentication is transmitted to a target network authentication server(S303). The security related information of the target network is received by using the terminal information from the target authentication server(S311). The pre-authentication is performed by generating the security related information which a terminal uses in the target network by using the security related information of the target network(S313). The security related information of the terminal is transmitted to the target network authentication server(S314). The handover is performed to the target network(S318).
