Abstract | An apparatus and a method for processing information are provided to improve picture quality by properly controlling generated code volume in an encoding process. A picture unit process comprises: judging whether a flag in status is normal(S81); multiplying (1.7-0.125 MaxLeft/tSize) by uniformity(S82); comparing the uniformity with 1 to prevent the uniformity from exceeding 1 and to set a smaller one as a new uniformity(S83); setting the uniformity as 1(S84); dividing nSum, which is the sum of normalized code volume per picture, by tSum, which is the sum of target code volume per picture of a coding unit, to calculate a basic quantization step size(BaseQ)(S85); and setting the status in a normal state via a switching part and finishing a picture unit renewal process(S86). |
