Abstract An apparatus and a method for performing handover in a mobile communication system are provided to easily discriminate a mobile station signal by enabling base stations to respectively share uplink channel assignment information and inherent information of a mobile station, and enable neighboring base stations to measure uplink signal quality of the mobile station and report the measured quality to a serving base station, so that the serving base station can more efficiently determine handover of the mobile station in consideration of uplink and downlink channel states. A method where a serving base station performing communication with a mobile station determines handover of the mobile station in a mobile communication system, comprises the following steps of: reporting channel assignment information and inherent information of the mobile station to neighboring base stations if a value, measured in consideration of uplink and downlink channel states, is lower than a preset threshold value(308,310); receiving uplink signal quality of the mobile station measured by the neighboring base station, and determining whether there is a target base station to which the mobile station will perform the handover(312,314); and if so, notifying the fact that the handover will be performed to the target base station and the mobile station(316).
