PURPOSE: An apparatus for enriching gas, and a blower using the same are provided to prevent inferior starting or operation of a differential pressure generating element when a low voltage is inputted. CONSTITUTION: A gas enriching unit(2) enriches gas. A differential pressure generating element, decompression pump(3) generates a differential pressure to the gas enriching unit. A passage opening and closing element(8) reduces a working load of the differential pressure generating element when the passage opening and closing element is opened. A ventilation duct(4) passes first gas through the gas enriching unit for sending gas-enriched second gas. A voltage detector(16) detects a voltage inputted to the differential pressure generating element. The passage opening and closing element is controlled according to the inputted voltage.
