An image processing system according to the present invention comprises a CCTV camera, a control server, and a controller. An image captured by the CCTV camera is input to the controller, and then is output to the control server after predetermined image processing. The controller includes a fog detection module, an image compensation module, a transmission rate estimation module, and a smoothing module. An image processing method according to the present invention includes a first step of detecting light scattering element from a video image, a second step of increasing a contrast ratio of a boundary region included in the video image, a third step of re-adjusting and estimating a transmission rate of the video image, and a fourth step of performing histogram smoothing on the re-adjusted video image. 본 발명에 따른 영상처리 시스템은 CCTV 카메라와, 관제 서버와, 제어부를 포함하여 이루어지고, 상기 CCTV 카메라로부터 촬상된 영상은 제어부로 입력된 후, 소정의 영상 처리 이후에 관제 서버로 출력되며, 상기 제어부는 안개검출모듈과, 영상보정모듈과, 전달률 추정모듈과, 평활화 모듈로 이루어진다.본 발명에 따른 영상처리 방법은 영상 이미지로부터 광산란 요소를 검출하는 제1 단계와, 영상 이미지 속에 포함된 경계 영역의 대비도를 상승시키는 제2 단계와, 영상 이미지의 전달률을 재조정하여 추정하는 제3 단계와, 상기 재조정된 영상 이미지를 히스토그램 평활화를 수행하는 제4 단계를 포함한다.
