The present invention relates to a composition for preventing or treating inflammatory respiratory diseases using a natural complex fermentation product and a method for manufacturing the same. More specifically, the present invention contains a complex fermentation product, bio-converted a mixture of Morus alba, Anthriscus sylvestris, and Salvia japonica, as an active component, wherein the bio-conversion is characterized by adding water to the mixture, and conducting a reaction at 45 to 50°C for 60 to 62 hours. According to the present invention, the composition is manufactured by bio-conversion, thereby having an advantage that the content of an anti-inflammatory index component is increased more than being extracted with hot water and ethanol. 본 발명은 천연복합발효물을 이용한 호흡기 염증질환의 예방 또는 치료용 조성물 및 그 제조방법에 관한 것으로, 더욱 상세하게는 상지, 전호 및 배암차즈기의 혼합물을 바이오 전환시킨 복합발효물을 유효성분으로 포함하되, 상기 바이오 전환은 상기 혼합물에 물을 가하고, 45~50℃에서 60~62시간 동안 반응시킨 것임을 특징으로 한다. 본 발명에 의하면, 바이오 전환을 통하여 제조되므로 열수 및 에탄올로 추출하는 것보다 항염증 지표성분의 함량이 더욱 증가하는 장점이 있다.
