Abstract The present invention relates to an apparatus and a method of measuring a film cooling efficiency using a blow-down wind tunnel, which set the opening rate of an air flow rate control valve (220) to be a pre-set opening rate, which is greater than a target opening rate falling under a pre-set target air flow rate, open an on/off valve (210), and make air introduced into a test rig (300) from an air tank (100) through a duct (230). After that, the apparatus and the method control the opening rate of the air flow rate control valve (220) to be the target opening rate, and control a film cooling fluid flow rate control valve (610) before the air flow flowing to the test rig (300) becomes a normal status after the on/off valve (210) is opened, thereby making the film cooling fluid flow to the test rig (300) at the pre-set target film cooling fluid flow rate.
