Abstract An embodiment of the present invention provides an emergency safety control system. The emergency safety control system includes an emergency safety control device which checks at least one of whether or not a nuclear power generation apparatus is in an abnormal state or an accident state, and transmits a safety control operation signal including at least one of an emergency power supply signal, an emergency cooling water supply signal, an emergency dry cold operation signal and an emergency spread exhaust operation signal according to the checked state of the nuclear power plant; and a solar chimney tower which is connected to the nuclear power generating apparatus, and performs a predetermined safety operation corresponding to the safety control operation signal received from the emergency safety control device. It is possible to prevent fission products and radioactive materials from being released to the outside. 본 발명의 일실시예는 원자력 발전 장치의 이상 상태 여부 및 사고 상태 여부 중 적어도 하나를 확인하고, 상기 원자력 발전 장치의 확인된 상태에 따라 비상 전력 공급 신호, 비상 냉각수 공급 신호, 비상 건냉 작동 신호 및 비상 확산 배기 작동 신호 중 적어도 하나를 포함하는 안전 제어 작동 신호를 전송하는 비상 안전 제어 장치; 및 상기 원자력 발전 장치와 연결되고, 상기 비상 안전 제어 장치로부터 수신되는 상기 안전 제어 작동 신호에 대응하여 기 설정된 안전 동작을 수행하는 태양열 굴뚝 타워를 포함하는, 비상 안전 제어 시스템을 제공한다.
