A dummy packet transmitting unit(408) creates a dummy packet including a transmission duration field in a header. The dummy packet transmitting unit transmits the dummy packet to an uplink station using a short media access delay time than the media access delay time of the station. A packet receiving part(410) receives a data packet from the uplink station.
