Summary:PURPOSE:To improve the measuring accuracy of a running speed, by accumulating stored coordinate data, specifying an end point based on the accumulated coordinate data, and converting a moving amount, which is obtained with regard to the end point into the moving amount of a vehicle on an actual road surface. CONSTITUTION:A sensed image signal corresponding to a sensed image in a tunnel, which is obtained with an ITV camera 1, is inputted into a binary coding circuit 2, and binary coded value is obtained based on a preset threshold value. Meanwhile, a synchronizing signal in the senses image signal is inputted into a synchronous separating circuit 3. Thus the signal is separated into a horizontal synchronizing signal HD and a vertical synchronizing signal VD. A timing generating circuit 4 generates clock pulses based on the signals HD and VD, which are inputted from the circuit 3. In synchronization with the clock pulses, which are generated from the circuit 4, an end-point taking-out circuit 5 takes out the binary coded data from the circuit 2. The end point is taken out, and the coordinate data of the end point are stored 6. A microcomputer 7 obtains the moving amount based on the coordinate data (a) of the end point stored in a coordinate memory circuit 6. The moving amount is converted into the running distance of an actual vehicle. Thus the running speed of the vehicle is computed.
