PURPOSE:To obtain a very efficient and economical enciphering system in a data exchange by incorporating an enciphering unit in the data exchange functionally. CONSTITUTION:When all data from a data terminal equipment 1 is stored in a main storage device 8, a processing unit 5 transferrs only user data among the stored data to a ciphering unit 4 via an internal bus 10 and an interface device 7 and gives a command to encipher the data. The enciphering unit 4 enciphers all the transfer data and informs the end to the processing unit 5 at the end of enciphering. When the end notice is received by the processing unit 5, the enciphered data in the enciphering unit 4 is transferred to the main storage device 8 via the interface device 7 and the internal bus 10. The precessing unit 5 generates a frame format newly by referring to the information from the data terminal device 1 stored already in the main storage device 8 and sends the result to a relay line 11 via the internal bus 10 and a line controller (for relay line) 6.
