Abstract PURPOSE:To generate warning only for the earthquake which contains substantial hazard, by sensing the occurrence of the earthquake at a plurality of sensing points, and determing whether the earthquake is of substantial hazard or not based on the period and amplitude at the initial stage thereof. CONSTITUTION:The sensors 31 and 41 which belong to an observing point device 30 and a sensing point device 40 always sense the earth movements at the points where the devices are installed. The results are converted to an electrical signal and sent to a control processor 35. The control processor receives information from the sensor 31 through a transmitter 42, a transmission line 7, and a receiver 34, and receives information from the sensor 31 through an amplifier 32 and a buffer amplifier 33. Said information is monitored. If the obserbed value has exceeded a predetermined reference value, it is regarded that the earthquake has occured. The energy output of the earthquake wave, the square average of the amplitudes of the earthquake waves, and the correlation of the earthquake waves from the sensor 31 and 41 are collectively judged and hazardous nature is determined. If it is determined that the earqhquake is hazardous, the warning signal is outputted from a transmitter 36 through a communications line 6.
