SOLUTION: This device has a moving picture camera 21 for collecting a moving picture as a two-dimensional sensor 2 and outputting digital picture information and an infrared ray camera 22 for collecting a heat picture and outputting the digital picture information, while the moving picture camera 21 or the infrared ray camera 22 has a function to view pictures in a wide range at a time by a digital signal controllable from a controller 11, a function to magnify and view a narrow range and a function to be able to change a view point for these and a function to make an amount of picture information controllable as the necessary rises, and has an acoustic sensor 31, a vibration sensor 32, a temperature sensor 34 and a distance sensor 32 as a one-dimensional sensor 3 and monitors an abnormality from the plural picture information and plural sensor information.
