Summary:PROBLEM TO BE SOLVED: To efficiently set a connection environment. SOLUTION: When a user makes an access, a flag identification part 11 discriminates whether an environment flag specifying a prescribed connection environment is set in access information or not after a user certification part 9 terminates user certification. When the environment flag is set, connection in the corresponding connection environment is made, but when not, an access source discrimination part 12 reads access source information of the telephone number of a caller. The registered connection environment is selected and connected in accordance with access source information. When the connection environment corresponding to access source information is not registered, a regular general-purpose connection environment is connected.
