Abstract PROBLEM TO BE SOLVED: To prevent the inside of an image forming device from being soiled with a scattered toner and to enable a device to stably perform excellent image formation by properly detecting deterioration in a developer and issuing warning, when the developer is deteriorated. SOLUTION: In the case that a developer 2 is released from the surface of a developer carrier 13, wen a toner is not properly electrified because of deterioration in the developer 2, the toner is not well-released from the surface of the developer carrier 13 together with the carrier and the quantity of the toner remaining on the surface of the developer carrier 13 is larger. Therefore, in the state that the developer 2 on the surface of the developer carrier 13 is released, the quantity of the toner remaining on the surface of the developer carrier 13 is measured by a toner quantity measuring means 14. When the measured toner quantity becomes a prescribed value or more, the warning is made so as to issue by a warning means. Thus, the actual deterioration in the developer 2 is appropriately sensed so as to appropriately suppress the scattering of a lot of the toner from a developing device and prevent the soiling in the inside of the device.
