Summary:PROBLEM TO BE SOLVED: To provide a video of high utilization value usable for a high-grade traffic control system as well by fetching the information of a traffic signal light at each corner into the video of each TV camera for monitor. SOLUTION: A video signal 3s sent from a TV camera 3 for monitor inside a traffic signal housing 11 is supplied to a synchronizing separator circuit 111, and a video synchronizing signal 111s provided here is supplied to a traffic signal light pattern generating circuit 112. The turn-on signals of red traffic signal light 12r, yellow traffic signal light 12y and green traffic signal light 12g are supplied to the traffic signal light pattern generating circuit 112, and a pattern signal 112s synchronized with the video signal 3s is generated here by the video synchronizing signal. 111s. At a mixer circuit 116, the video signal 3s and the traffic signal light pattern signal 112s are mixed, supplied to a video monitor 51 and a VTR 52 inside a traffic control center 5 as a video signal 116s with traffic signal light pattern and utilized for visually confirming traffic conditions.
