SOLUTION: In this operation method, a water sensing means 9, 9a, 9b is provided in each floor, when water is detected in any one of the water sensing means 9, 9a, 9b, a car is moved to a floor one up from a floor provided with the water sensing means detecting the water, also when water is detected in any of a plurality of the means 9, 9a of the water sensing means 9, 9a, 9b provided in each floor, the car is moved to the uppermost floor.
