Summary:PROBLEM TO BE SOLVED: To obtain the subject composition further improved in strengthening concrete surface, suppressing occurrence of efflorescence due to exposure and enabling remarkable shortening of a term of works by previously forming a coating film containing a water repellent having a specific composition on the surface of a frame mold. SOLUTION: This coating material composition comprises at least (A) a binder, (B) a water repellent and (C) a liquid medium and dried coating film of the component A has a property which is stable under acidic and neutral atmospheres and readily dissolvable under alkaline atmosphere. Furthermore, 20-70 pts.wt. vinyl acetate-based resin is preferably used as the component A and 5-30 pts.wt. silicone-based water repellent is preferably used as the component B and 70-0 pts.wt. water, a water-soluble organic solvent such as butyl Cellosolve (R) or mixture thereof is preferably used as the component C.
