Abstract PROBLEM TO BE SOLVED: To shorten the sending delay and to improve the sending quality by holding temporarily the switching of a radio circuit and sending a packet again if the sending delay time that is estimated from the information length of sending data, the quality of the radio circuit, etc., is shorter than the radio circuit switching time when the reception error rate is deteriorated for the signal sent from a mobile station. SOLUTION: A radio circuit consisting of mobile stations 2a to 2d, etc., is switched to other radio circuits of the same base stations 3a and 3b if the received signal is higher than a reference level when the reception error rate is deteriorated less than a reference level. Then the radio circuit is switched to the radio circuits of other base stations 3a and 3b if the received signal is lower than the reference level. When the sending delay time decided by α×k/n is shorter than the radio circuit switching time, the switching of the radio circuit is temporarily held and a packet is sent again (α: estimated sending delay rate of radio circuit, k: sending information quantity, n: information transfer speed of radio circuit).
