Abstract PROBLEM TO BE SOLVED: To perform call control only to a retrieved high traffic communication area by receiving call control kind informing and performing the call control inside a control object communication area. SOLUTION: An origination analysis processing part 11 receives an origination request from communication areas 20a-20n and analyzes from which communication area the origination request is raised. A control object area retrieval processing part 12 retrieves whether or not an identified communication area is the control object communication area for performing the call control. Upon defining the identification number of the communication area judged as to perform the call control as 20i, a call control kind informing processing part 13 transmits the call control kind informing to the control object communication area 20i. Then, a call control processor 21i receives the call control kind informing and performs the call control inside the control object communication area 20i. In such a manner, the high traffic communication area is retrieved inside an overload controller and the call control is performed only to the high traffic communication area by using the call control processor.
