PROBLEM TO BE SOLVED: To provide an outer steering wheel device by which an outer steering wheel can be easily operated by a light force quantity and operability of the outer steering wheel can be improved. SOLUTION: In an outer steering wheel device of a vehicle having a vertical type outer steering wheel 15, in which an escutcheon 7 having a recessed part 7a is arranged on an outer panel 6 of a vehicular door and which can freely rotate up to a fully opening position projecting outward from the opening edge of the recessed part 7a from a blocking-up position on the almost same plane with the opening edge of the recessed part 7a and is rotatably energized to the blocking-up position, a projecting part 18 projecting in the recessed part 7a to the inside is arranged at least in a lower end part of the outer steering wheel 15.
