Summary:PROBLEM TO BE SOLVED: To transfer an image only in an area capable of satisfactorily transferring an image and to obtain a transferred image of good quality, by using a mechanism for controlling a transfer charge imparting position. SOLUTION: When a voltage is impressed on a transfer/electrostatic charging roller 4, a discharge phenomenon occurs on the paper feeding side of the roller 4. As the impressed voltage is more increased, the discharge starting position is shifted closer to the upper stream side in the paper feeding direction. The position is decided by the impressed voltage and a gap distance between the roller 4 and a paper feeding belt 2 by Paschen curve. Then, a transfer charge control plate 5 as a charge imparting position control mechanism is inserted in a discharge area in order to control the charge imparting position. Thus, the charge imparting starting position is made to come closer to the contact point of the roller 4 and the carrying belt 2. And, near the contact point of the roller 4 and the carrying belt 2, a photoreceptor, a recording paper 1 and the carrying belt 2 come into tight contact with one another, then, the occurrence of the discharge between the photoreceptor and the recording paper 1 is prevented, then, the good transferred image is obtained.
