Summary:PROBLEM TO BE SOLVED: To enable plural kinds of output characteristics to be exhibited by making it possible to freely change the resistance force of electroviscous fluid acting on a rotary electrode plate staying inside of electroviscous fluid and acting on a rotary shaft by means of control of a voltage applied to a space between the rotary electrode plate and a non-rotary electrode plate and interval regulation from a small value to a large value. SOLUTION: A rotary shaft 8 and a non-rotary shaft 10 are provided in such a manner that their mating shaft ends thermselves face to each other in electroviscous fluid 2 inside of a fluid reservoir 4 full of the electroviscous fluid 2 whose viscosity changes in response to a voltage applied from outside, and a rotary electrode plate 12 and a non-rotary electrode plate 14 are fixed to respective shaft ends. Also a voltage generator 16 for controlling voltage applied between electrode plate 12, 14 and separation distance regulation mechanism 18 for regulating a distance between electrode plates 12, 14 by moving the non-rotary shaft 10 in axial direction are provided. With regard to a load applied to the rotary shaft 8, in account of the viscous resistance, etc., of the electroviscous fluid 2, regulation of braking force acting on the rotary shaft 8 is carried out by means of interval regulation between mutually opposing electrode plates 12, 14 and regulation of voltage.
