PURPOSE:To prevent a wire from coming off from a pulley because of slackening. CONSTITUTION:This apparatus is provided with a winding drum 4 to wind a wire having a weight 2 at the tip thereof, a delivery value measuring means 6 for a wire to be delivered from the winding drum 4 and a weight-change measuring device 7 to measure a reduction in the weight by lowering the weight 2 until it reaches a measuring surface. In this constitution, the wire is paid out, the weight 2 reaches the measuring liquid surface, and changes in weight thereof is detected to measure the paid-out length of the wire. Moreover, the winding drum 4 is screwed down on a thread shaft and the rotation thereof in the paying-off or winding of the wire shifts axially synchronizing with winding pitch of the wire so that the position of paying-out or winding the wire is always the same facing a guide pulley 5 as opposed to the winding drum 4. Thus, any slight slackening of the wire will not cause the wire to come off from the guide pulley while winding of the wire on the winding drum is accomplished accurately.
