Summary:PURPOSE: To always form a stable transfer electric field and to prevent a toner image from being defectively transferred regardless of environmental charge or long time use when the toner image primarily transferred on a belt-like intermediate transfer body is secondarily transferred on the recording medium. CONSTITUTION: This toner image transfer device is constituted of a bias roll 10 abutting on the intermediate transfer body 2 and transferring the toner image on the recording medium inserted and passed through a gap between the transfer body 2 and a current detection part 32 detecting the magnitude of a current flowing to the roll 10. Then, an average value at least for the time corresponding to one rotation of the roll 10 among the detected values continuously detected by the detection part 32 is calculated. Besides, this device is constituted of an arithmetic part 33 deciding a transfer voltage impressed on the roll 10 based on the average value and a voltage control part 31 impressing the transfer voltage corresponding to the arithmetic result of the arithmetic part 33 on the roll 10.
