PURPOSE:To accurately preform character segmentation and character recognition even if characters different in size are present together on the same line by performing the segmentation according to both character sizes and character positions before and after a change in character side at a change point and selecting a recognition result having higher character recognition similarity. CONSTITUTION:A character size change point detection part 5 detects the change point of character size from the size and position of a basic rectangle and a character side and character position determination part 6 determines the character size and character position. Then a character segmentation part 7 cuts a character based on the character size and character position determined by the character size and character position determination part 6. A character recognition part 8 switches plural recognition dictionaries 9 according to the character size and character position determined by the character size and character position determination part 6 recognizes the character pattern cut by the character segmentation part 7. A character recognition result selection part 10 selects the recognition result having higher character recognition similarity between segmentation and recognition results obtained based on the character sizes and character positions before and after the change nearby the change point.
