PURPOSE:To provide a character segmenting method which excels in the excellent universal applicability and can correctly same the characters of the same line headers and the text part out of the image data including the same line headers. CONSTITUTION:A character segmenting method includes a circumscribed rectangle extracting means 2 extracts a linked black picture element circumscribed rectangle out of the image data, a text character size deciding means 5 which decides the size of the text characters based on the size of the extracted circumscribed rectangle, a line segmenting means 4 which segments the lines out of the image data, a same line header line detecting means 5 which detects a line including the same line header based on the size of the head circumscribed rectangle of each line and the distance between the adjacent circumscribed rectangles, a same line header size deciding means 6 which decides the size of the dame line header from the size of the head circumscribed rectangle of the line including the same line header, a same line header segmenting means 7 which integrates the circumscribed rectangles of the lines including the same line headers based on the sizes of these same line headers and segments the same line headers, and a text character segmenting means 8 which integrates the circumscribed rectangles based on the size of the test character and segments the text characters.
