Summary:PURPOSE:To enable encoding by means of efficient movement compensation by providing two field memories and performing the inter-field movement compensation of any intra-frame compensation which can be replaced with the inter-field compensation time to time corresponding to the movement. CONSTITUTION:Image data are supplied to field memories 30, 31 in series, and the image data one frame before the current field which was delayed by one field are stord in a memory 31. The image data of the memories 30, 31 are supplied to inter-field and intra-frame movement compensation circuits 33, 34 as well as inter-field and intra-frame moving vector detection circuits 37, 38. Compensation data are selected from the outputs of the circuit 33, 34 and supplied to addition circuits 4, 9 by a selector 35, and the intra-frame compensation is performed based on the inter-field and intra-frame moving vectors. At this time, any intra-frame compensation which can be replaced with the inter-field compensation is replaced with the inter-field compensation. Thus, the encoding by means of the efficient movement compensation can be enabled.
