PURPOSE:To handle a tongue plate so easily as well as to facilitate the operation of a seat belt by installing a supporter in a retractor and a case flange of an anchor part, and when the belt is not worn, turning the belt upward with the supporter. CONSTITUTION:A flange 19, regulating a sense of a seat belt 14 coming out of a case 13, has an opposed separation wall 19a entered into the case 13, while two separated projections 24a, 24b, 24c, are installed in the underside of a hollow thin support plate 23. Here, the projection 24a of the supporter 23 is engaged with a tip of the opposed wall 19a of the flange 19, the projection 24c is engaged with the edge of a gateway and it is prevented from pulling out of the flange 19 of the supporter 23, while the flange 19 and the supporter 23 both are made rotatable in the same direction. The seat belt 14 getting out of the case 13 at time of unwearing of the belt is turned upward by an elastic modulus of the supporter 23, and a tongue plate 16 is situated in the more upper part than the top of a seat back 12.
