PURPOSE:To more exactly execute the recognition of characters, whose shapes are extremely similar, by deciding whether a condition to be needed for a recognizing candidate character, which is housed in a dictionary for character decision, to be established is satisfied or not in a recognizing subject character picture. CONSTITUTION:In a character segmenting part 2, the histogram of a picture element to form a character string, which is inputted in a picture input part 1, and a character string coordinate are obtained and a character string picture is segmented. Next, the histogram and coordinates of a picture element to form the character part of the character string picture are obtained and the recognizing subject character picture is segmented. In a feature quantity calculating part 3, the feature quantity of the recognizing subject character picture is obtained. In a classifying part 4, a difference degree is obtained between the feature component of the feature quantity in the recognizing subject character picture and the feature component of the standard feature quantity to be stored in a feature quantity dictionary. Then, the four recognizing candidate characters are extracted from the characters of the small difference degree. In a recognized result deciding part 5, a condition table in a dictionary 7 for character decision is referred and a recognized result is outputted to the recognizing subject character picture.
