Summary:PURPOSE:To suppress the blocking of a nozzle during continuous casting and to manufacture an extremely low carbon steel having superior cleanness by refining a low carbon undeoxidized steel, deoxidizing formed slag to a specified concn. of T.Fe and decarburizing the steel to a specified C content in a vacuum degassing apparatus. CONSTITUTION:A low carbon undeoxidized steel is refined in a steel refining furnace and discharged into a ladle. A deoxidizing agent such as Al, Al ash or Si is added to formed slag to reduce the concn. of T.Fe in the slag (iron oxide content) to <=5%. The steel is then decarburized in a vacuum degassing apparatus by blowing oxygen to reduce the C content to <=0.006%. An extremely low carbon steel having enhanced cleanness and improved quality is obtd.
