Abstract PURPOSE:To efficiently obtain a propylene-based elastomer having practicable tensile strength even in an unvulcanized state, sufficient flexibility and low- temperature characteristics with hardly any surface tackiness at a low cost by using an improved Ziegler-based catalyst. CONSTITUTION:A catalyst system consisting of (A) a solid component consisting essentially of Mg, Ti and a halogen atom and an electron donor, (B) an alkoxy group-containing aromatic compound expressed by the formula [R is 1-20C alkyl; R is 1-10C hydrocarbon, OH or nitro; m is 1-6; n is 0-(6-m)] and (C) an organoaluminum compound is used to polymerize 20-95wt.% propylene homopolymer or a copolymer of propylene and a 4-30C alpha-olefin and 80-5wt.% copolymer of ethylene and propylene by a multistage polymerization method.
