Summary:PURPOSE:To improve the responsiveness in control by previously measurement- learning the idle operation quantity of a link mechanism, etc., ranging from a constant speed actuator to a throttle valve for each vehicle and inputting said idle operation quantity as offset operation quantity into the constant speed actuator. CONSTITUTION:A throttle valve 12 in an engine intake system 10 is opening/ closing-driven by an accelerator pedal 16 through a link 14. Further, in this case, the throttle valve 12 can be opening/closing-driven by a constant speed actuator 18. Further, the constant speed actuator 20 is controlled by a constant speed control unit, and receives each output signal of an actuator sensor 26, idle sensor 30, set switch 22, and a cancellation switch 24. In the constant speed control unit 20, the idle operation quantity of the constant speed actuator 18 up to the start of the throttle valve 12 is obtained, and inputted as the offset operation quantity into the constant speed actuator 18.
