PURPOSE:To suppress unrequired information and erroneous information from being outputted by controlling the readout of information from an information buffer by using the information of effective information length. CONSTITUTION:A write clock WE is generated by a terminal clock TCLK and an effective information identification signal ENB. The effective information length is counted by writing only effective information on the information buffer 22 by the clock WE, and simultaneously, counting the clock WE by an information length counter 23. And when the count value of the counter 23 arrives at a prescribed value or the completion of the effective information is detected, a readout start-up signal is generated, and the count value of the counter 23 is held by an information length register 31, and also, a readout clock RE is counted by a cell forming counter 27. Next, the clock RE is supplied to the buffer 22 until the count value of the counter 27 arrives at the value held by the register 31, and the information in the buffer 22 is divided into cells, then, outputted. Therefore, only the effective information is outputted, and the insertion of the unrequired information can be suppressed.
