Summary:To provide an electrode unit that increases the electroporation effect while suppressing the occurrence of short circuit failure due to migration.SOLUTION: An electrode unit 20 that is brought into contact with the skin includes: a first electrode 22 and a second electrode 24 in which voltage is applied therebetween; and an insulating substrate 23 which is placed between the first electrode 22 and the second electrode 24. The first electrode 22, the second electrode 24 and the substrate 23 are layered and stacked together. A first body 22a being the body of the first electrode 22 and a second body 24a being the body of the second electrode 24 are smaller than a substrate body 23a being the body of the substrate 23 in the stacking direction view.
