To provide a technique for making an appropriate plan even when given restrictions to be observed cannot be followed.SOLUTION: A planning apparatus (1) includes: a first designation unit (11) which designates first restrictions; a second designation unit (12) which designates second restrictions; a relaxation amount calculation unit (13) which determines the amount of relaxation necessary for enabling establishment of a plan, for at least one of the first restrictions; a generation unit (14) which generates at least one of first relaxed restrictions obtained by relaxing the first restrictions based on the determined amount of relaxation and second relaxed restrictions containing the amount of violation against the second restrictions; an evaluation unit (15) which calculates an evaluation value according to values of items to be evaluated in the plan and the violation amount of the second restrictions; and a planning unit (16) which establishes a plan on the basis of the first relaxed restrictions, the second relaxed restrictions, third restrictions, and the evaluation value.SELECTED DRAWING: Figure 1 【課題】与えられた遵守すべき制約を守れない場合であっても、適切な計画を立案することができる技術を提供する。【解決手段】計画立案装置（１）は、第１制約を指定する第１指定部（１１）と、第２制約を指定する第２指定部（１２）と、第１制約のうちの少なくとも１つの制約について、計画の立案を可能にするために必要な緩和量を求める緩和量算出部（１３）と、求められた緩和量に基づいて第１制約を緩和した第１緩和制約、及び第２制約に対する違反量を織り込んだ第２緩和制約のうちの少なくとも１つを生成する生成部（１４）と、計画において評価すべき項目の値、および第２制約の違反量に応じた評価値を算出する評価部（１５）と、第１緩和制約、第２緩和制約、第３制約、ならびに評価値に基づいて、計画を立案する立案部（１６）と、を備える。【選択図】図１
