To provide a heat insulation repair structure and a heat insulation repair method allowing an attachment state of a heat insulation repair part to an existing outer wall to be made a proper one.SOLUTION: A heat insulation repair part 50 is provided with: new heat insulation material 51 placed outside of an existing outer wall 10; new furring strips 52 placed outside of the new heat insulation material 51; new substrate material 53 arranged between an outer wall panel 18 and the new heat insulation material 51 and placed opposite to outside substrate material 15 through the outer wall panel 18 in an inside-to-outside direction; and fixtures to fix the heat insulation repair part 50 on the existing outer wall 10.
