Abstract To provide a communication system and a communication method that satisfy various requirements.SOLUTION: The communication system comprises a base station that performs standard-compliant communication to a terminal, and an allocation determination device that receives an allocation request from the base station and determines a communication resource. The allocation determination device includes a first allocation determination unit and a second allocation determination unit. The first allocation determination unit outputs first allocation information within a first time after having received the allocation request. The second allocation determination unit outputs second allocation information within a first time after having received the allocation request. When one of the first allocation information and the second allocation information satisfies constraints defined by a communication standard, the allocation determination device transmits the one of the first allocation information and the second allocation information that satisfies the constraints to the base station.
