Abstract | To provide a communication system and a communication method that satisfy various requirements.SOLUTION: The communication system comprises a base station that performs standard-compliant communication to a terminal, and an allocation determination device that receives an allocation request from the base station and determines a communication resource. The allocation determination device includes a first allocation determination unit and a second allocation determination unit. The first allocation determination unit outputs first allocation information within a first time after having received the allocation request. The second allocation determination unit outputs second allocation information within a first time after having received the allocation request. When one of the first allocation information and the second allocation information satisfies constraints defined by a communication standard, the allocation determination device transmits the one of the first allocation information and the second allocation information that satisfies the constraints to the base station. The base station communicates with the terminal using the resource corresponding to the first allocation information or the second allocation information transmitted from the allocation determination device.SELECTED DRAWING: Figure 13
