Summary:To prevent a point at which a degree of flooding can be grasped from being limited to a point at which each instrument is arranged.SOLUTION: A wide area flooding estimation device 100 includes a local flooding estimation part 101 and an accuracy improvement part 102. The local flooding estimation part 101 estimates the flooding damage at a point at which each instrument of an instrument group exists on the basis of a signal indicating an abnormality corresponding to each instrument of the instrument group constituted by one or more instruments existing on the ground.
