To provide a setting device that easily sets a wireless communication range between a wireless communication apparatus and a wireless terminal.SOLUTION: In a payment system, a communication range setting unit 23 of a store apparatus 20 sets a wireless communication range in which the store apparatus 20 and a mobile terminal 10 communicate wirelessly in order to perform a payment service, using the location of the store apparatus 20 as a reference. The communication range setting unit 23 sets the wireless communication range whose boundaries are the relative positions of a plurality of mobile terminals 10 identified by a position identifying unit 22.
