To provide a portable terminal that can enhance privacy protection in a traffic management system.SOLUTION: A portable terminal 1 includes an input unit 6, a personal ID storage unit 7, an infection-related information storage unit 8, and a transmission unit 13. When infection-related information is not stored in the infection-related information storage unit 8, the transmission unit 13 transmits a personal ID stored in the personal ID storage unit to an entrance/exit management device 2.
