Abstract To provide: a heat transfer suppression sheet capable of maintaining the shape thereof even in cases where the heat transfer suppression sheet is exposed to high temperatures, thereby being capable of suppressing a decrease in the heat insulation performance; and a battery pack which comprises the heat transfer suppression sheet.SOLUTION: A heat transfer suppression sheet 10 contains: first organic fibers 1 that do not have a glass transition temperature at a temperature lower than 120°C; first inorganic particles 2; and a resin binder 9. The first organic fibers 1 have a melting point Tm at a temperature equal to or higher than 200°C.
