Summary:To provide a sheet-like heater, capable of securing followability (flexibility) while suppressing leakage of current.SOLUTION: In a sheet-like heater, a first resin film layer, a first adhesion layer, a heating layer, a second adhesion layer, a second resin film layer, a third adhesion layer and a third resin film layer are stacked in this order. Principal planes of the respective neighboring layers are in tight contact with each other.
