To provide a disaster support system and a program thereof which allow for safely and speedily promoting volunteer activities at the time of a disaster and quickly rescuing disaster victims by using moving bodies such as a camping car in collaboration with civil service, municipality, and volunteer groups.SOLUTION: In the disaster support system, a communication network 21 is connected with: a satellite 10; a situation collection center 12; the Cabinet Office 14; servers 16 of the Meteorological Agency, the Fire and Disaster Management Agency and the like; severs 18 of the police, the Ministry of Internal Affairs and Communications, and the like; a neighboring regional volunteer center 20; portable terminals 22 of residents and volunteers; and a disaster support information providing site 32. Information is mutually shared with the situation collection center, the Cabinet Office, the servers of the Meteorological Agency, the Fire and Disaster Management Agency and the like, the severs of the police, the Ministry of Internal Affairs and Communications, and the like, the neighboring regional volunteer center, the portable terminals of the residents and the volunteers, and the disaster support information providing site.
